Dropped kerb application process

The property owner should apply. If you are a tenant, you will need to contact your landlord or housing association for written permission.

The approval process must be followed step by step. If you do not follow this process and you fail to meet the criteria defined in the pre-application checklist, your application may be refused with no refund.

Before making an application

  • Photographs of the location
  • Consent from property owner (if different from applicant)
  • Letter or e-mail from a utility company affected confirming they are happy to move/adjust their apparatus
  • Roads listed A, B or C are classified roads. If access is taken from a classified road you will need planning permission.
  • Proof of planning permission being granted. If you do not have the required planning permission in place your application will be refused. Refer to the pre-application checklist for more detail
  • Applications are assessed by the team and engineers in line with current policy, guidance and regulations
  • Applications are assessed on an individual basis. There may be existing dropped kerbs in close proximity to your property but that is not something that is taken into consideration when making our decision
  • We will take into consideration how much space is available and any safety concerns such as bends, hills, slopes, infrastructure impact such as drainage and/or footway sloping impacting vulnerable users
  • Assessment criteria can change over time so some properties who may have been approved previously, may no longer be granted under current criteria. Therefore, we do not consider previously approved local vehicle crossovers as part of our assessment and only consider whether the current application is legal and safe to approve

The process

  • Gather supporting documents
  • Ensure pre-application criteria are met
  • Submit an online application for either a standard or fast-track application
  • Make payment online
  • Approval process
  • Engineer site visit
  • Approval or refusal sent
  • Applications are closed after 60 days, if payment is not received when estimates / quotes are issued, unless special circumstances which we will already have approved, such as road closure permits. We no longer authorise third party contractors to install dropped kerbs on our highways, only our contractors will be allowed to do this.

H Bar/Access Protection Markings

You may also wish to apply for Access Protection Markings or H bars. These are white markings, which are painted on a road across a dropped kerb. H bars can serve as a visual reminder to drivers, which helps to prevent unauthorised parking and deters motorists from obstructing access to driveways or properties. Access protection markings are not included as part of your vehicle crossing application.
