Traffic Regulation Orders (TROs) Procedures
TRO process and current consultations
What are TROs?
Traffic Regulation Orders (TROs) are legal orders made under the Road Traffic Regulation Act (1984), which provides the legal backing for the enforcement of road and traffic management schemes such as:
- Speed limits
- Weight limits
- Prohibition of vehicles
- Residential parking schemes
- Parking restrictions such as single or double yellow lines
We follow legislative procedures when making TROs and publish notices about proposed permanent, temporary and experimental schemes, generated by Wokingham Borough Council, as the highway authority. We work closely in partnership with Thames Valley Police and consult on TROs during the initial approval stage.

The TRO Process
TROs take approximately 6 to 12 months due to the legal milestones set out within the Traffic Regulation Order Act (1984). We cannot always give exact times of implementation especially at the beginning of the process, as delays can happen such as if there are objections during the statutory consultation process or works delays.
The Statutory Consultation Process
All new proposed permanent TROs require a statutory consultation period where the public is invited to comment or object. If there are objections and the TRO is taken to an Executive Members decision, called IEMD, you can read all comments and objections, as well as the responses to them, on our ModernGov page.

Next installations
Parking restrictions consulted on in 2025 are due to be completed by Spring/Summer 2026. The schedule of works will be published closer to the end of the TRO process.
If you have parking restrictions being implemented on your road
Where necessary, temporary waiting restrictions will be put out on the street the night before installation and additional notices will be placed in the area, as well as no parking cones.
'Postponed' notices
Painting lines is very weather dependent and can’t be done in the rain or when the ground is wet. Alternatively, it may be that there has been a delay elsewhere in the programme or a vehicle breakdown.
When there is a delay, the date for the lining work will be re-scheduled . Please view the latest programme mentioned above.
Special circumstances
If you have special circumstances that coincide with the works, such as a house move, wedding, funeral or you have a medical condition which means you are unable to walk to a vehicle parked outside of the work zone, please contact us via the general highways enquiry form and we will try to help you.
