Demand Notices and Making Payments

The CIL Regulations require a developer to let the council know when building works are planned to start through the submission of a commencement notice.

The council will issue a demand notice by email or mail on the date specified in the commencement notice or if a deemed commencement date has been determined. 

The demand notice will identify the liability notice it relates to; state the amount payable; the date when payment is due; and whether the amount is payable by instalments. Where payment is by instalments, it will confirm the amount of each instalment and the date when each payment is due.

CIL Instalments Policy 

The council has adopted a CIL Instalment Policy setting out when payment by instalments is acceptable and the form of payment.

These instalment periods and values are not negotiable.

Please note: Should development commence before planning permission has been issued or without prior notification being provided to the council, the CIL liability will become due in full immediately from the deemed commencement date (CIL Regulation 7 and Regulation 71). The option for instalments is revoked.
