The following questions are in relation to this passage, from the Draft Explanatory Memorandum that accompanies the draft statutory instrument 'The Public Order Act 2023 (Interference With Use or Operation of Key National Infrastructure) Regulations 2025.

Please could you provide me with the following information for each of the previous two financial years as well as the current year (2023-24, 2024-25 & 2025-26):

1. The number of bailiff referrals made by your council for unpaid Penalty Charge Notices / PCNs (for parking illegally, breaking moving traffic rules or driving in a bus lane) in 2021, 2022, 2023, 2024 and 2025

1. Starting on 01 January 2024, how many planning enforcement investigations have you undertaken in respect of unauthorised tree works comprising:
a) Trees protected by a Tree Preservation Order;
b) Trees growing within a conservation area?

1. Under the Freedom of Information Act 2000, we request any updated, newly created, or amended information relating to deceased individuals within your jurisdiction who were confirmed as having no known next of kin, as well as those whose next-of-kin status was not confirmed.

1. How much do you spend annually on annual border plants and how much do you spend on perennials? Can you break it down for the last three years please?

2. How many tonnes of flowers are discarded each year? Can you break it down for the last three years please?

1. Does the council have a target for increasing tree cover, either as a number of individual trees or as a canopy cover percentage (or both)? If so, please state the target(s), the baseline from which they are measured, and the timeframe for achieving them.
