What Ordinarily Available Provision is
Our Ordinarily Available Provision (OAP) guidance explains the support we expect all mainstream schools and early years settings to provide, using the resources they already have.
This support is for all learners, including those with Special Educational Needs and Disabilities (SEND).
We’re proud that partners in our borough have worked together to create this guidance, including:
- SENCOs (Special Educational Needs Coordinators)
- headteachers
- educational psychologists
- advisory and outreach services
- health professionals
- SEND Voices Wokingham (parent carer forum)
- staff from Wokingham Borough Council

There are two guidance documents. One explains the support available in early years settings, and the other focuses on support in schools.

The OAP guidance for early years settings is currently being updated.
How the OAP guidance helps
We’re committed to being an inclusive borough, and the OAP guidance aims to make sure all mainstream schools and settings provide support in a consistent way.
The guidance is needs-led, so learners don’t need a diagnosis to access this support. All learners can benefit from the strategies, including learners who are getting SEN support.
Children with an Education, Health and Care Plan (EHCP) will also benefit from the strategies, alongside the specific support in their EHCP.
