Draft Charging Schedule Consultation

We consulted on targeted changes to the adopted CIL Charging Schedule from 23 July to 7 September 2026. The proposed changes are limited to:

• Introducing CIL rates borough wide for purpose-built market student accommodation;
• Introducing CIL rates borough wide for hotel development;
• Introducing CIL rates borough wide for industrial and warehousing development;
• Creating a new charging zone for the Loddon Valley Garden Village allocation; and
• Applying a nil CIL rate within the Loddon Valley Garden Village charging zone.

The information provided in representations will be used by WBC and the examiner for the purpose of considering and examining the CIL Draft Charging Schedule, as required by the Community Infrastructure Levy Regulations 2010 (as amended). By submitting representations, the responder has given WBC and the examiner permission to hold their details.

What happens next?

Now the consultation has closed, all representations will be carefully considered to see whether any modifications should be made to the Draft Charging Schedule before it is submitted for examination by an independent person.
