Draft Charging Schedule Consultation
We are consulting on targeted changes to the adopted CIL Charging Schedule. The proposed changes are limited to:
- Introducing CIL rates borough wide for purpose-built market student accommodation;
- Introducing CIL rates borough wide for hotel development;
- Introducing CIL rates borough wide for industrial and warehousing development;
- Creating a new charging zone for the Loddon Valley Garden Village allocation; and
- Applying a nil CIL rate within the Loddon Valley Garden Village charging zone.
A Draft Charging Schedule showing these targeted changes and supporting evidence has been published for consultation and comments are now invited. Please find the documents below.

Consultation dates
The consultation is open between the following dates.
- Start: Thursday 23 July 2026
- End: 23:59 on Monday 7 September 2026
How to respond
Representations should focus on whether the proposed amendments to CIL rates and zones are supported by appropriate evidence and satisfies the requirements of the Community Infrastructure Levy Regulations 2010 (as amended).
You can submit your representations by downloading and completing the representation form and returning it:
- By email to Developer.contributions@wokingham.gov.uk; or
- By post to Planning Policy & Infrastructure, Wokingham Borough Council, Shute End, Wokingham, RG40 1BN.
Representations must be made in writing during the consultation period and must be received no later than the close of consultation at 23.59 on 7 September 2026.

The information provided in representations to this consultation will be used by WBC and the examiner for the purpose of considering and examining the CIL Draft Charging Schedule, as required by the Community Infrastructure Levy Regulations 2010 (as amended). By submitting representations, you are giving WBC and the examiner permission to hold your details.
Your name, name of organisation, and comments, will be made available for public inspection when displaying and reporting the outcome of the consultation and cannot be treated as confidential. You will not be asked for any unnecessary information, and we will not publish any personal data beyond what is stated in this declaration.
Your details will be kept in accordance with WBC’s Privacy Notice. Processing is kept to a minimum and data will only be processed in accordance with the law. We will take all reasonable precautions to protect your personal data from accidental or deliberate loss or unauthorised disclosure.

What happens next?
Once the consultation closes, all representations will be carefully considered to see whether any modifications should be made to the Draft Charging Schedule before it is submitted for examination by an independent person.
