What we can’t enforce
Unfortunately, if there are no parking restrictions, such as yellow lines, in the area you are concerned about, we are unable to take any enforcement action. Enforcement for dangerous parking, parking close to a bend/junction or on the pavement are not enforceable through Civil powers where there are no parking restrictions. This is still held by Police and may be reported to them through their non-emergency service 101.
Thames Valley Police advise on their webpage the following: "If a vehicle is parked on the kerb, these incidents are dealt with on a case by case basis. On some streets, parking on the kerb is unavoidable and so neither the police nor the council would intervene. In some cases, parking on the kerb could restrict access for those who are vulnerable or who have disabilities and so we would attend."

If you feel the lack of parking restrictions in a particular area are causing a safety concern, you can to report a road safety concern to our Traffic Management team.
What we can enforce
Civil parking enforcement is the name given to the transfer of power from police to councils to enforce parking restrictions. This came into effect on 9 October 2017.

We can enforce parking breaches including:
- Parking on double yellow lines
- Double parking or parking across dropped kerbs
- Parking in a residents parking space without a permit
- Overstaying parking in time-limited bays
- Parking in a disabled bay without blue badge
- Parking in a loading bay/HGV bay
- Parking in a limited waiting bay during operational hours
Civil parking enforcement also brings together on and off-street parking enforcement. This means we can manage better parking schemes for residents and businesses.

Report parking breach
If you see an ongoing enforceable parking breach within Wokingham Borough, you can report this directly to our parking team.
Our enforcement team work across the whole borough and may not be able to attend the location immediately, but will ensure the area is added to upcoming inspection routes.
