Application and renewal processes
Residents Permit Scheme 2026
We will be implementing a new Residents Permit Scheme and Traffic Regulation Order which will be operational from 1 July 2026. This new scheme will amend and extend some permit zones, operational hours, charges and introduce resident visitor vouchers.
Any currently active permits will remain valid until their expiry date with no additional charges applied retrospectively.
A one-month grace period will be provided to allow for the residents and other road users to familiarise themselves with the changes, requirements and apply for any required permit entitlements.
Parking permit system
You can apply for or renew a permit through the NSL-Apply permit system. Application for new zones and eligibility will be available from 1 July 2026.
You will not receive a physical permit; all permit information is stored online with Civil Enforcement Officers having access to valid permit information electronically.
Making changes to your permit
If you have a resident permit and need to make changes to your permit, such as changing your vehicle or adding a new or temporary vehicle, prior to your permit expiring, please follow the resident permit user guide (PDF.)
How to switch between multiple vehicles
If you have more than one vehicle on your permit, you must ensure that the vehicle parked in the resident's parking area is active on your account by ticking the primary vehicle box.
The permit holder will be responsible for ensuring that only one vehicle is active on the permit at any one time. The permit must be valid for the vehicle when it is parked in the relevant parking zone/area as specified by your permit.
You can switch between your approved active vehicles at any time but failure to do so could result in a PCN.

Who can apply
You can apply for a Residents Parking Permit if you live in a property that is situated within that parking permit zone and your property is eligible for a permit.
Households without off-street parking may apply for up to two permits. Permit eligibility will be reduced based on the number of off-street parking spaces available at the property.
Carers can apply for a Residents Carer Permit if they care for a resident at a property eligible for Residents Permits and that resident is dependent on a visitor/carer making frequent visits.
What you need to apply
Proof of residency for the eligible property will be required when applying for your parking permit, the document must show you as a resident of the applied for property.
Documents can include:
- Council Tax
- Utilities bill
- Tenancy agreement
- Bank statement
- Driving licence
- Company letter
You will also need proof that you are either the owner of the vehicle or registered keeper of the vehicle and that this vehicle is registered to the applied for property.
- V5C logbook
- Motor insurance certificate - this must include your full name, address and vehicle registration number (VRN).
- Letter from your place of work on official letterheaded paper stating that this car is a company car - this must include your full name, address, and vehicle registration number.

Residents Carer Permits will require vehicle proof and a supporting letter from their employer and/or the Resident.
Residents entitled to a free concessionary permit, as a valid Blue Badge Holder and/or Pension Credit recipient from 1st July 2026, will need to upload these documents during their application.
Parking permit fees
From 1st July 2026 Resident permits will be £55 a year for the first permit and £105 per year for a second permit, where eligible. Payments can be made online at the end of your application and once the application is approved by our parking team your permit will be activated.
Residents Carer Permits will be £5.40 a year, there is no limit to the number of Carer Permits that may be issued to each eligible property.
Resident Visitor Vouchers
The introduction of Resident Visitor Vouchers will enable residents to purchase fixed duration vouchers with manually entered vehicle registrations.

Within Controlled Parking Zones T1, T4, W2, W3 W4, W5, W7, E1, and R1 residents may purchase up to 50 visitor permits per property per year. All other controlled zones, residents may purchase up to 100 visitor permits per property per year
Concessionary Permits
Applicants in receipt of the State Pension will be subject to the same terms and charges as all other residents.
Free resident permits will continue to be available only to residents in receipt of Pension Credit and/or eligible Blue Badge holders.
Proof of Disabled Persons Blue Badge and/or Residents in receipt of Pension Credit will need to be uploaded during application.
