1. Wokingham council had a Tree Preservation Order 238/1983. I would like all information Wokingham Council have on this and the information leading to the issuing of a Tree Replacement order by Chris Hannington (Trees and Landscapes) Team Manager.
The Council are applying Section 14 to this request. We are able to confirm that the information is held, and collating this would not exceed Section 12. This would, however, be a disproportionate effort on the team to review and redact the information appropriately for release.
Currently 346 email trails had been located on this property where the trees protected by this TPO stand, but the TPO number had not yet been searched for which would return more figures. Once reading the material it might also reference other teams which the data then needs to be collected from.
Reading the trail has been estimated at 3 mins 30 (per trail due to duplicates), which would be approx. 20 hours. This does not include conversion of file or carrying out the redactions. Nor has it included the TPO number search.
The Trees manager has looked at the case and seen that there are various stages in relation to this TPO process. For example: The Initial investigation into the felling of the tree (this would involve the Enforcement and T&L trees); or perhaps the serving of the Tree Replacement Notice (TRN); or alternatively the modifications to the TRN. If there is a particular part to the process rather than the whole matter, this would allow them to dedicate to that which they have said should be achievable.
