Following a request for speed data in relation to vehicles using the Silverdale Road/Betchworth Avenue area of Earley, the advice received from the Borough Council was that the figures did not indicate a speeding issue along that section of the road. This was the conclusion reached on the basis that the criteria you have used was based on average speeds.
However, most of the vehicular traffic movements in this area occurred during the day, when the road is quite congested on occasions, particularly at school opening and closing times. Consequently, traffic speeds are relatively low during daytime hours.
We have noted that most of the speeding that occurs is in the evening, when traffic is light, and therefore this would not show up if you are taking average speeds.

1. Accordingly, we wish to request that the council provide the raw data used to compile the average figures that have been compiled, in accordance with the Freedom of Information Act.
The speed information provided by the Council comes from the Agilysys Speed Compliance Tool. This uses anonymised GPS data from vehicles across the country to show typical traffic speeds without the need for individual speed surveys. The data is used as an initial check only. If it suggests there may be a speed issue, formal speed surveys would then be carried out and recorded. For this reason, the Council cannot provide the raw GPS data for the roads requested.
Average (mean) speeds are used because they show how traffic normally travels throughout the day. They reflect the behaviour of most drivers in everyday conditions and are industry standard when considering speed limits and general speed concerns. While higher speeds can occur at quieter times, such as late at night, these do not reflect how the road is usually used. Using average speeds helps ensure decisions are fair, consistent, and based on typical conditions.
