1. Can you tell me the council's position on the emergence of St George's flags on lamp-posts, roundabouts and elsewhere via non-official origins in the past few months?
Wokingham Borough Council would investigate any unlicensed attachments to Wokingham Borough Council owned assets and act accordingly as per HMMP volume 2: Highways Maintenance Management Plan - https://www.wokingham.gov.uk/roads/road-maintenance/highways-maintenance-management-plan
2. By conducting a keywords search of the authority's email server, please tell me how many emails appear, separately, for each of the months of May, June, July and August 2025 when searching for the term 'English flag' or 'George's flag''.
England Flag: 1 email in May (from the Home Office)
Georges Flag: 303 items but will include duplicates (e.g. If 3 people are CC'ed in to an email this will return the result of 4 items).
3. By conducting a similar search for any occurence of the terms 'English flag' or 'George's flag' (use the search term 'English flag'OR'St George's flag' ) please can you provide for me an output of the contents of email exchanges on your server, redacted to ensure no personal information is included, starting with the most recent and going back as far as you can within the time and cost limits specified in the FOI Act - and not extending before 1st July 2025.
England Flag: One from the Home Office. See attached.
St Georges Flag: There are approx. 300 emails, however all relate to the England Women's football team and flying the flag over the weekend the final was held. We have not received anything from the general public, and I have taken the decision not to provide every email in relation to this matter. There are a number of internal emails relating to locating the flag within the Office for example, or arranging what time and who will be erecting the flag, or updating people with 'FYI' when passing on to make them aware that this is occuring. This is not a productive use of tax payers money to go through and check to make sure there isnt items put in to public domain such as direct phone numbers, or Councillors home email addresses. I have included the trails which are relevant in this happening.
I have not included any FOI request received in regards to this - they are available on our disclosure log, and any personal details would have been removed from the email. They were also either received outside the above timescales or just referred to 'unauthorised flags' rather than the terms used above.
4. If possible within the cost limits of the act after fulfilling the above questions, can you please also provide the contents of any minutes or discussions where the emergence of these flags on streets and roundabouts was discussed?
