Under the Freedom of Information Act 2000, I am requesting the following information in relation to the recent reduction of the speed limit from 40mph to 30mph on the A329 Reading Road:

1. The date the Traffic Regulation Order (TRO) for this speed limit change was formally made;
30th May 2025

2. The methods and dates by which public notice of the proposed change was issued (including publication in local newspapers, council website announcements, and roadside notices);
The notice of intent necessary to start this consultation was published in the Wokingham Today newspaper and online. Further, this information was published on the Wokingham Borough Council website (available here), notices of intent were placed on site and documents were available for view at the Wokingham Borough Council offices at Shute End. I am also aware that this proposal was covered by both local and national news sources. Also attached a copy of the notice of intent indicating the start of the consultation period.

3. The start and end dates of the public consultation or objection period:
The consultation period commenced on the 14th November 2024 and ended on 6th December 2024.

4. Whether any objections were received during this period, and if so, how they were addressed:
44 responses were received and were broken down as follows:

5. Confirmation of the date on which new signage was installed, and evidence that signage complied with statutory requirements prior to enforcement.
Terminal signing informing of the previous 40 miles per hour speed limit were removed during the week of the 30th June 2025. Non-statutory informatory speed limit signs to inform motorists of the change were also installed during that week.
Reading Road is now a "restricted road" under Section 82 of the Road Traffic Regulation Act 1984, as it is lit by a system of street lighting placed no more than 200 yards apart. This means the default speed limit on this section of road is 30mph, without the need for speed limit repeater signs, in accordance with national regulations.

I understand that a draft proposal was submitted on 30 May 2024, but many local residents, including myself, were unaware of the change until it was recently shared via a local Facebook group. As a resident affected by this change, I am requesting this information to understand whether the proper legal process and public engagement obligations were followed.
We are satisfied that all legal and democratic processes have been followed in relation to this change of speed limit. I am afraid that it is not practical to directly consult with all stakeholders in schemes such as this but I can assure you that we are consistently reviewing how we communicate such consultations and changes and the feedback received from this scheme will be part of this ongoing process.
