Under the Freedom of Information Act 2000, I request the following recorded information relating to Wokingham Borough Council’s Special Educational Needs and Disabilities (SEND) services for the period 1 January 2022 to 31 December 2025 inclusive. To minimise cost and avoid any potential exemptions under section 12 of the Act, I am requesting summary and aggregated recorded data only. I am not requesting any personal data or information that could identify individual children, families, schools, or staff members. Please provide the following:
1. Complaints relating to SEND services
The total number of formal complaints received in each calendar year concerning:
o EHCP assessment delays
o EHCP finalisation delays
o Failure to secure provision specified in EHCPs
o School placement delays or failure to name placements
o School transport for children with SEND
o Communication failures
o Annual review delays
o Failure to comply with statutory SEND timescales
o Any other SEND-related complaint categories recorded by the Council
Please provide the information as yearly totals broken down by complaint category where recorded.
2. EHCP statutory timescale compliance
For each calendar year, please provide:
o The number of EHCP assessments completed
o The number and percentage completed within the statutory 20-week timeframe
o The number completed outside statutory timescales
3. School placement delays
For each calendar year, please provide:
o The number of cases where a child with an EHCP did not have a named school placement by the relevant academic start date
o Any recorded data held regarding delays in securing specialist placements
4. SEND Tribunal appeals
For each calendar year, please provide:
o The number of SEND Tribunal appeals registered against the Council
o The number resolved before hearing
o The number proceeding to hearing
o The number decided in favour of the parent/appellant in whole or in part
o The number decided in favour of the Council
5. SEND transport complaints
For each calendar year, please provide:
o The number of complaints relating to SEND transport
o The categories of complaint where recorded (for example: delays, withdrawn transport, unsafe transport, escort issues, route length, missed pickups)
6. Internal reviews, audits or reports
Please provide copies of any completed internal audits, reviews, action plans, or performance reports produced during this period concerning:
o EHCP delays
o SEND service performance
o Tribunal trends
o SEND transport issues
o Complaints handling within SEND services
