Please provide the following information under the Freedom of Information Act 2000 in relation to the Carnival Car Park / Carnival Pool Car Park / Carnival Multi-Storey Car Park, Wokingham:

1. Copies of any complaints, correspondence, or records received from 1 January 2023 to present that refer to:
o unclear, confusing, insufficient, or inadequate signage;
o difficulty understanding payment instructions (including check-in/check-out systems);
o motorists misunderstanding parking requirements due to signage.
We do not hold this level of detail requested without going through every single complaint received. This is estimated to take over the 18-hour (Section 12) We would manually need to check parking complaint forms and Highways general enquiries. For parking complaint forms we have received 131 forms per year on average between 2023 – 2025 relating to parking. It would take 5 minutes to go through each complaint, taking 32.6 hours. For Highways General Enquiries and enquiries through other channels, we receive over 600 on average between 2023 – 2025 relating to parking. It would take 5 minutes to go through each enquiry, taking 50 hours.

2. Details of any reviews, audits, assessments, or internal discussions carried out since 1 January 2023 concerning:
o the adequacy, clarity, positioning, or wording of signage at the Carnival car park;
o compliance of signage with statutory or regulatory requirements.
Car park signage was reviewed and replaced to reflect the New Off Street Parking Order implemented in May 2023. The signs in place cover the terms and conditions of use. The pricing and instructions on the methods of payment available. See enclosed. This information is displayed at each payment terminal.

3. Copies of any records showing changes, updates, or decisions not to update signage at the Carnival car park since 1 January 2023, including:
o photographs of signage before and after any changes;
o work orders, contracts, or instructions issued relating to signage.
New Tariff stickers have been overlaid when tariffs have been amended to reflect current prices. These prices have been changed in July 2024 and July 2025.

4. Confirmation of whether the council has received reports or data indicating user confusion, including increased PCNs, linked to misunderstanding of signage or parking instructions at this location.
We do not hold this level of detail requested without going through every PCN issued. This is estimated to take over the 18-hour (Section 12). We roughly have 43000 PCNs between 2023-2025. It would take 5 minutes to go through each PCN, taking 3583 hours.
