I am writing to request environmental information under the Environmental Information Regulations 2004 (EIR) relating to the Shinfield Meadows development (formerly known as Shinfield West). This request concerns the adoption, maintenance and management of highways and associated infrastructure within the development. Please provide the following information.

1. Section 38 Agreements - Copies of all Section 38 Agreements relating to Shinfield Meadows, including:
* Executed agreements
* Highway adoption plans
* Highway extent drawings
* Schedules
* Any Deeds of Variation
* Any supplementary agreements.

2. Section 278 Agreements - Copies of all Section 278 Agreements associated with the development, including approved drawings and completion status.

3. Highway Adoption Status- Please provide a schedule identifying every road within Shinfield Meadows and stating:
* Whether the road is publicly adopted.
* Whether it is covered by a Section 38 Agreement.
* Current adoption status.
* Whether a Provisional Certificate has been issued.
* Whether the maintenance period has commenced or been completed.
* Whether a Final Certificate has been issued.
* The organisation currently responsible for maintenance.
* The anticipated adoption date, where known.

4. Outstanding Highway Defects - Copies of:
* Outstanding defect schedules.
* Snagging lists.
* Inspection reports.
* Engineer reports.
that are currently preventing adoption of any roads within the development.

5. Highway Inspection Records - Copies of the most recent highway inspections undertaken by, or on behalf of, Wokingham Borough Council for roads within Shinfield Meadows that remain unadopted.

6. Highway Bonds - For each Section 38 Agreement, please provide:
* Whether a highway bond remains in place.
* The value of the bond.
* Whether any part of the bond has been called upon.
* Whether the Council considers the bond sufficient to complete any outstanding works.

7. Correspondence - Copies of correspondence held during the last 24 months between Wokingham Borough Council and:
* Vistry Group
* Bloor Homes
* Trinity Estates
* Shinfield Meadows Management Company (or equivalent management company)
relating to:
* Highway adoption
* Outstanding highway works
* Estate roads
* Drainage
* Landscaping
* Beke Avenue
* Westall Street
* Defects preventing adoption.

8. Reasons for Outstanding Adoption
Please provide any reports, file notes or correspondence explaining why roads that remain unadopted have not yet been adopted.

9. Adoption Programme
Please provide any current programme, timetable or target dates for completion of outstanding highway works and adoption of roads within Shinfield Meadows.

10. Internal Reports
Copies of any reports, briefing papers or presentations prepared for councillors or senior officers concerning:

* Outstanding developer obligations
