Can you please provide a list of all pedestrian crossing installed in the Borough since 1st April 2024. For each pedestrian crossing can you also provide the following:
1. The cost of providing the pedestrian crossing.
Since 2024 we have installed a Puffin crossing on Headley Road – We are currently unable to provide costs due to this only recently being completed and we are still establishing final costs
2. The justification for installing the pedestrian crossing (i.e. how many injuries or deaths have occurred at that location).
Collision data is just one part of the wider pedestrian crossing assessment. For the Headley Road crossing there were two slight injury collisions within 50m either side of the proposed location, one in 2023 and one in 2024.
Our council uses a prioritisation tool, which considers all of the following key factors in determining if the provision of a crossing is justified:
• Pedestrian crossing demand (measured by surveys)
• Traffic flow volumes and speeds(measured by surveys)
• Injury collision history (within a certain distance of the proposed crossing)
• Nearby amenities, such as schools, shops, healthcare, and public transport links
• Site observations, community concerns, and accessibility needs
To first establish if a there is a need for a crossing the council conduct a gap count analysis. This involves observing whether there are enough natural breaks in traffic to allow pedestrians to cross safely without undue delay. If few safe gaps are available or time to cross is high, it strengthens the case for a formal crossing.
Following this, we also use the PV² calculation. This compares the number of pedestrians (P) and vehicles (V²) over the peak crossing periods to help assess where crossings are most needed for safety and accessibility and assist prioritisation when compared with other proposed locations. The higher the value the more justified the location is.
Following all assessments, sites are ranked based on their overall score (PV²). The highest-priority locations are then considered for design and delivery, subject to funding availability and further technical appraisal.
