1. Are Parking Services (or related services carried out In-House or Outsourced?
We have an outsourced patrol and enforcement team and a Notice processing team and Bailiff service provided by NSL. The Council has a contract service manager and formal representation and appeals officer in house to comply with the Traffic Management requirements to consider formal representations and appeals.
2. If Outsourced, who are the company delivering/providing the service(s)?
NSL which is part of Marston Holdings.
3. What are the current rates of pay being paid to employees carrying out these services (i.e. for Civil Enforcement Officer/Parking Attendant type roles/positions or equivalent)?
This information is being refused under Section 43: Commercially Sensitive. This information is part of the contract with NSL which remains commercially confidential, and could put NSL at a disadvantage if their rates were detailed in the competitive market and give competitors an unfair advantage.
