• Officer assessment of road layout, traffic conditions, and the interaction between motor traffic, cyclists, and pedestrians in areas where new active travel infrastructure was proposed.

The decision to introduce the 30mph speed limits was not based on a numerical count of safety complaints but on policy guidance, scheme design requirements, and professional assessment linked to the Woosehill roundabout improvement scheme and the existing on carriageway cycle lane.
