Justification for introducing 30mph speed limits:
“ Earlier this year, we introduced new 30mph speed limits on several roads in response to your concerns about safety. ”
The roads affected are:
“ Bearwood Road, Winnersh
Reading Road, Finchampstead
Reading Road, Winnersh ”
I am only interested in Reading Road, Winnersh.
1. How were the “concerns about safety” collected and recorded please?
The reference to safety concerns relates to issues identified through, scheme development work, and transport planning assessments, rather than through a single public reporting exercise.
In particular, the proposed 30mph speed limits were informed by:
• Department for Transport guidance and recommendations that lower speed limits are appropriate where cycle infrastructure is introduced within or adjacent to the carriageway.
• The development of the Woosehill roundabout (A329 Reading Road) improvement scheme, which is intended to improve safety and accessibility for pedestrians and cyclists;
• Officer assessment of road layout, traffic conditions, and the interaction between motor traffic, cyclists, and pedestrians in areas where new active travel infrastructure was proposed.
2. Please can you provide any records you hold that clearly quantify the number of safety concerns received?
The decision to introduce the 30mph speed limits was not based on a numerical count of safety complaints but on policy guidance, scheme design requirements, and professional assessment linked to the Woosehill roundabout improvement scheme and the existing on carriageway cycle lane. As such, no record exists that aggregates or quantifies safety concerns in the manner requested.
