Please can you provide;
1. All data on the changes to the junction of Church Road and Basingstoke Road in Three Mile Cross including but not limited to agreements to delay and approved by whom, who advised Cllr Jorgensen that all access to land issues had been resolved when it is being planned in who is in charge of it why the delays why Cllr Patmen was circulating drawings in 2019 and at a Shinfield Parish Council Meeting in 2018 he advised that it would be going ahead that summer?
2. All information in relation to speed reductions to the Basingstoke Road and what has been agreed with Crest Nicholson who under construction of the Brambles are liable to either carry out the works or complete them. What if any requests made by Taylor Wimpey to delay. What planned utilities work has caused the delay and what scheduled utilities work there currently scheduled for 2021/22 is that may impact it?

It is not feasible to pull out all of the information relating to the changes to the junction of Church Road and Basingstoke Road in Three Mile Cross. This developer highway improvement scheme was secured in a S106 agreement in relation to a 2013 planning application (O/2013/0346). Various council officers have been involved in the scheme, some of whom have now left the council. Similarly, there have been a number of Executive Members for Planning and Highways at the Borough over this seven year period. We have no information on the specific queries in relation to Councillor Jorgensen or Councillor Patmen.
We can advise that the highway scheme was planned for construction in 2020, however was delayed due to Covid. The government’s ban on non-emergency utilities works (the scheme requires various utility diversions ahead of the scheme construction) and the developer’s inability to guarantee contractors would be available to complete the scheme in a covid/risk-free environment prevented progress. Commencing a highway construction scheme without guarantee of being able to complete it would risk leaving the highway in an unsafe state for all highway users.
The council is working closely with the developer, with the aim of delivering the scheme later this year, however we will provide an update to the Parish and Members once the programme is confirmed.

The requirement for the traffic calming scheme for Basingstoke Road was also secured under the aforementioned planning application, and it is the intention of the developer to combine these works with the Church Lane/Basingstoke Road junction improvement scheme. Crest Nicholson, on the separate Brambles development site, have provided a S106 contribution towards traffic calming works in the vicinity, but are not responsible for delivering any works.
