Under the Freedom of Information Act 2000, I would like to request the following information held by your council regarding illegal waste dumping (fly-tipping) sites within your jurisdiction, for the period 1 January 2018 to 31st October (or the most recent date available):

1. The total number of distinct illegal dumping sites recorded by the council during this period.

2. For each site, please provide:
• Geographical coordinates (latitude and longitude), or if unavailable, the full postcode or the most precise location descriptor held (e.g., street name, landmark).
• The date the site was first recorded and, if applicable, the date(s) of subsequent incidents or revisits.
• Any associated case reference numbers or internal identifiers.
• Any notes or information indicating suspected perpetrators (for example, vehicle registration numbers, business names, or other identifiers), and whether any enforcement action was taken.

3. If available, please include any metadata or data fields that help interpret the dataset (for example, source department, data collection method, or categories of dumping).

We are unable to provide this information as this would exceed the cost of compliance (Section 12).
We do not have the data for 2018-2019, this may be due to a change of system. We can only provide the data on the locations from the 1st April 2020 for certain questions on the FOI, the reason for this is we have a different system in place. Between 1st April 2020-31st October 2025 there are just over 10,500 fly tip reports out of this number 1,358 of these would need a manual check on the location of the fly tip. This data is in relation to question 2 on the FOI. Our waste team have estimated that it would take about 2 minutes to manually check each report, this would include checking the pinpoint on the map for the report, confirming a street name/open space name, check the town/village and enter the information onto the spreadsheet. This would total 45 hours and 26 minutes based on reviewing 1,358 locations at 2 minutes each. It is worth noting that the time frame provided is to just get the locations of the fly tip only and not answer the remainder of the FOI.
Under section 16, our waste team have suggested reducing the number of questions asked or a maximum of 2 years worth of data.
