I am seeking aggregated financial information about payments made by the Local Authority to external private agencies for the provision of home tuition / alternative education for children and young people who are unable to attend school. To avoid any concerns related to commercial sensitivity (FOIA s.43) or personal data (FOIA s.40), I am not requesting the names of individual pupils, tutors, or named agencies. I am only seeking high-level, anonymised financial data. Please provide the following information for the last full financial year (or most recent year available):

1. The hourly rate (or rate range) paid by the council per pupil to private agencies for home tuition provision. Please provide:
• lowest hourly rate paid: £45.00
• highest hourly rate paid: £95.00
• typical / median hourly rate (if held): £58.33

2. The total amount spent by the council, in that financial year, on commissioned home tuition delivered by private agencies.
3. If recorded: the number of pupils receiving home tuition through private agencies in that year.

Extracting spending information related purely to tuition would exceed the appropriate limit (18 hours) of this FOI. The overall total actuals for unplaced/EOTAS placements for 2024-25 was £2,041,324.09.
