1. Under the Freedom of Information Act, please may I have a redacted copy (i.e. one which does not contain names, addressed or other information likely to lead to a person on the register being identified) of the latest copy of your Potentially Violent Persons Register aka Restricted Persons Register aka Cautionary Register aka publication of any blacklists which the council may operate. This would include (but not exclusive to)
• serial complainers
• violent/aggressive/abusive persons
• troublemakers
• campaigners/activists
I would also request information on the distribution/circulation of these lists.

• Serial complainers: within Housing serial complainers would not be added to a caution list, this would be handled under the unacceptable behaviour policy as the caution list is only risks raised if visiting a person at home. Serial complainers are not something we would see as a risk, unless they were threatening to staff members or their neighbours.
• Campaigners/activists: within Housing this is not something we would add to our Caution List as the caution list is only risks raised if visiting a person at home.
• I would also request information on the distribution/circulation of these lists: we distribute this internally to the ASB Team, Adult Social Care, the Income and Assessments Team (Benefits / Council Tax), Housing Services including Housing Needs – this is only sent to any staff or contractors who may visit one of our Tenants in their homes.

The following is the current list without names, addresses and any identifying information:
1. Making false allegations and behaving in a threatening manner towards a member of staff
2. "POLICE ADVISE 2 MAN CREW AT ALL TIMES.
3. 2 PERSON VISIT. Threats to damage council property and underlying threats to Council Officers. "
4. Verbally abusive and threatening towards housing needs staff. Has an offending history included verbal and physical incidents. Concerns with abuse towards female. Should always be two people visit with 2 males.
5. TVP advised against visits by lone female officers - two officers in attendance.
6. Verbally abusive to a member of staff
7. External Organisation & Support staff reported sexual harassment towards a female member of staff.
8. ALL STAFF-2 person visits due to incident in Jan 2023 - due to serious incident .
9. "Intelligence to suggest drug use at property. Serious assault on tenant’s boyfriend.
10. Suggest placement of the caution register and all visits are in pairs."
11. Two person visit only: in June 2020 Tenant left voicemail messages on a Council Officers phone stating ‘if his water was not sorted out, we would find him in his flat dead and if no one was sent out he would come to the council and smash the place up, and while swearing profusely said he was spitting blood at the council and feels like going in and killing them. These incidents have been reported to the police.’
12. Acting in a physically threatening way towards contractor.
13. "ALL VISITS SHOULD BE IN PAIRS. There is significant police and community intelligence that the Tenants Partner uses serious violence. Incidents include use of bladed weapon.
14. Police advice is this property need to be a 2 man visit.
15. Tenant was released from custody on 10.2.22 following the collapse of a case against him for serious assault.
16. 2-person visit required going forwards. Has made inappropriate comments to a female member of staff which were of a sexual nature.
17. Visit in Pairs to property following incident involving contractor.
18. Has sent abusive emails to a Housing staff member.
19. "Tenant Threatened neighbour with an iron bar – and following week grappled him and made threats of violence against him.
20. Firearm found at property and has been removed and being tested.
21. Visit is pairs or reduce to emergency repairs only”.
22. Charge of GBH has been made by TVP.
23. Acting in a physically threatening way towards contractor.
24. Two person visit - tenant made threats whilst under influence and in mental health crisis advising he had a knife. Can be unpredictable when under influence of drugs and alcohol.
25. Has made a verbal warning that “. if someone from the council came to the door, he will “kill” them."
26. Vulnerable Adult - Learning Difficulties. Appointments to be organised through support staff. No lone female worker to attend.
27. Visit in pairs until further notice.
