I am writing to make a formal request for information under the Freedom of Information Act 2000 regarding the Council's prioritisation and budget allocation for Traffic Regulation Orders (TROs), specifically the installation of double yellow lines. Please provide the following information regarding the decision-making processes for Orwell Drive (RG2 9US) and the recently completed works at Sheerlands Road (adjacent to Millard Place):

1. Assessment and Scoring Criteria
• The specific safety assessment reports and "Weighted Scoring Matrix" results used to evaluate the necessity of double yellow lines for both Orwell Drive and Sheerlands Road.
• The documented "Incident History" or "Accident Record" used by the Highways Department to justify the prioritisation of Sheerlands Road.

2. Policy and Decision Minutes
• A copy of the current Council policy or framework used to determine which streets are prioritised for TROs when budget constraints are cited as a limiting factor.
