1. It would be interesting to hear if a review of this road has been conducted and, as part of a Freedom of Information request, this could be provided please.
No specific review of this road has been undertaken resulting in a report or documentation that can be provided. The Council has communicated with a number of individual local residents over the past three years, regarding their concerns regarding traffic speeds, volume of traffic and pedestrian safety.

2. You state that Church Lane is clearly suitable to carry vehicle traffic so, again under the Freedom of Information request, I’d like to see this analysis and/or report.
The Council has not undertaken any analysis or prepared a specific report on the ability of Church Lane to carry traffic. However, since the original Prohibition of Motor Vehicles restriction was introduced by the former Berkshire County Council in 1976, a variety of local land use developments have ensued, increasing the volume of traffic able to use the lane for access and mobility. In each case, a transport assessment prepared in respect of each development has indicated no net detriment to the local road network arising from the traffic generated by development. Transport assessments were submitted in support of planning applications made in each case, which were open to public scrutiny and statutory consultation.

3. I’d be interested to read those assessments made by the State or your department, as you refer to below, on the suitability, and the increased amounts, of vehicles currently using Church Lane as a “rat run” to cut out Booker Hill (which is far more suitable for increased traffic and artic vehicles than Church Lane).
The two lane single carriageway is adopted by the Council and therefore meets the minimum requirements for traffic capacity as set out in the Department for Transport’s Design Manual for Roads & Bridges. This indicates that a maximum hourly traffic flow of 750 vehicles/hour is appropriate for narrow, single carriageway roads. The current maximum hourly flow in Church Lane, Shinfield is below 500 vehicles per hour. 4. Reports, or such, that have been carried out regarding the change of use for Church Lane under the Freedom of Information Act (those requested above).
There has been no change of use for Church Lane, Shinfield. The road functions was constructed as a local access road with no classification (A, B or C-road) and has remained that way since construction. A Prohibition of Motor Vehicles restriction, introduced by the former Berkshire County Council in 1976 to prevent use by vehicles without a legitimate need for access to properties in Church Lane, remains in place and is enforceable by Thames Valley Police.
