In late 2023 / early 2024 the Council appointed Osbourne to continue development of the carnival pool flats in wokingham town centre. I had two questions in relation to this decision
1. Can you give me a list of the payments made to this contractor between the date they were appointed and the time they went into administration with the amounts

2. Can you also provide me with a list of the due diligence checks done into this contractor before they were appointed
The Council has robust procurement policies in place for the appointment of contractors, which include a range of financial checks and assessments. As part of this process, a review of Osborne’s financial standing was conducted, including credit reference checks and an assessment of their financial stability to ensure they could meet contractual obligations. Osborne’s financial documentation was reviewed, including a CreditSafe credit check prior to entering into the PCSA contract.
The Council also verified Osborne’s previous project experience relevant to the scope of work by undertaking reference checks. An assessment of Osborne’s available resources, technical capabilities, and capacity was carried out to ensure they could deliver the required services. The Council obtained confirmation of insurance coverage, including Public Liability, Employer’s Liability, and Professional Indemnity. Additionally, Osborne provided relevant certifications, accreditations, and evidence of statutory compliance (e.g., health and safety, regulatory licenses).
