3. What checks, including financial checks, were carried out on Osbourne prior to their appointment in February 2024 - please also provide documented details of these checks.
The Council has robust procurement policies in place for the appointment of contractors, which include a range of financial checks and assessments. Osborne’s financial documentation was reviewed, including a CreditSafe credit check prior to entering into the PCSA contract.

The Council also verified Osborne’s previous project experience relevant to the scope of work by undertaking reference checks. An assessment of Osborne’s available resources, technical capabilities, and capacity was carried out to ensure they could deliver the required services. The Council obtained confirmation of insurance coverage, including Public Liability, Employer’s Liability, and Professional Indemnity. Additionally, Osborne provided relevant certifications, accreditations, and evidence of statutory compliance (e.g., health and safety, regulatory licenses).
