1. Can you please provide the following information in relation to care home fees.

a) Confirm current care home rates: Care home fees for new placements are largely determined by market price

b) ROC %: The Council use CareCubed software (provided by iESE) to inform price negotiations and fee uplifts for specialist placements for younger adults – as default the software allows for ROC (at 7%) and ROO (at 8%). The software also facilitates an LHA rate calculation.

c) ROO %: The Council use CareCubed software (provided by iESE) to inform price negotiations and fee uplifts for specialist placements for younger adults – as default the software allows for ROC (at 7%) and ROO (at 8%). The software also facilitates an LHA rate calculation.

d) ROC amount: Care home fees for new placements are largely determined by market prices, and consequently the amount of fee allocated to cover ROC and ROO is not determined.

e) ROO amount: Care home fees for new placements are largely determined by market prices, and consequently the amount of fee allocated to cover ROC and ROO is not determined.

f) If LHA method or percentage yield method is used: Not applicable.

g) If another method other than these is used, if so what: Not applicable.

h) Why the LA choose the method they did and why they discounted the other methods: We haven’t chosen a method of determining ROC & ROO. We use CareCubed software to try and negotiate the best price possible.

i) Budget target/allowance and budget spent in relation to adult social care, particularly care homes: Adult Social Care currently spend approximately £23m per annum on care home services purchased from the independent sector (excluding the Councils LATco).
