On 15 July 2020 WBC completed it's consolation on Borough Wide Speed Limits, with an announced aim of reporting in the Autumn of that year. I am unable to find any mention of this report on your site, nor any further reference to it. Please provide the following:
The Council undertook its review of existing speed limits and compliance on all A & B-class roads in the borough network in 2020 and due to reports of concern over increased traffic speeds during the COVID-19 pandemic lockdown periods, opened consultation to residents, for them to submit requests for assessments on local roads. The A & B-class speed limit review was undertaken in three phases, the first being the collation of data relating to traffic speeds and reported injury collisions on the A & B-class network; the second being the evaluation of average vehicle speeds using the Department for Transport assessment criteria set out in Circular Road 1/13 (2013); and the last being the compilation of results in a report for publication.
Whilst the first two phases were able to be concluded during the COVID-19 pandemic, it has not yet been possible for the Council to conclude and publish its report of proposed changes due to the changes in working practices and impacts on staff resources arising from the pandemic restrictions. At the present time therefore the Council is unable to provide a list of locations where speed limit changes were identified on the A & B-class network or a copy of the report of the information requested in the remainder of this FOI request:
1. A list of all locations where speed limit changes were suggested, and the suggested new limit.
2. A copy of the report, email or minutes produced to summarise this consultation.
3. The report, minutes or emails reporting the conclusions of this consultation to the Lead Member for Highways
4. The decision, decisions or notes terminating this consultation together with any plans for further work.
The pandemic constraints have now passed and officers are reviewing the speed/collision data collected in 2020/21 in order for a report based on updated data to be published during at the end of the summer 2022. However, no report will be produced regarding local road speed compliance. Responses to resident requests for local road assessments are being communicated directly with those residents who raised concerns. This provision of information regarding speed compliance on borough roads is an ongoing service, available to residents upon request, at any time via the Council website.
