1. Does your council use any Adult Social Care funding to support individuals accessing drug and alcohol residential rehabilitation services?
Residential drug and alcohol rehabilitation is generally considered a health service. However, under the Care Act 2014, local authorities have a duty to meet eligible care and support needs, which may include support provided during a stay in a residential rehabilitation setting. While the core treatment within residential rehab (such as detoxification and therapeutic interventions) is typically commissioned through public health funding or NHS services, adult social care may contribute funding in specific circumstances. For individuals who have eligible needs under the Care Act, a personal budget may be used to fund services that support those needs while they are in a rehabilitation setting. This could include, for example, personal care, support with daily living activities, or assistance with maintaining safety and wellbeing during their stay.
