It has become apparent that for TPO/1957/2024 the Applicant did not complete or submit a TPO Request Form to the TPO Review Committee. I would therefore like to raise a new FOI request as follows:

For the period during which the process shown in the Wokingham Borough Council TPO Process Flow Chart (see attached) has been operational please disclose:
a) With a Completed TPO Request Form
b) Without a Completed TPO Request Form

1. Number of TPOs Requested
2. Number of Provisional TPO's issued
3. Number of Provisional TPO's contested within the 28 day review period
4. Number of TPO's rescinded as a result of being contested
5. Number of TPO's Confirmed

Please only include TPO’s which have either been Confirmed or Rescinded in the analysis and exclude any recently issued Provisional TPO’s which have not yet been decided.
Please also confirm the period to which the process and analysis applies.

All TPOs are available on the Public Register on the Councils Website so Section 21 is applicable. However, this won't answer question 5. We don’t retain information on those requested but not made. The time to check all TPO files over the last 10 years to see how many fall into each category would exceed the appropriate limit.

There are 40 new TPOs served and confirmed/rescinded in each year. Not many rescinded. The request form for TPOs has been used for about 10 years (but NB reduce the number of TPOs by one half year’s TPOs – or 20 TPOs - as the requester wants us to exclude those not yet confirmed or rescinded). Checking each file would take 12 minutes (this includes checking for the form, on TPOs served, confirmed, ‘contested’ [which we think means ‘objections’], any appeals, whether rescinded).

This would be approx. 65 hours. However as said, there is information available on the public register which allows individuals to do some of the work themselves on this. As none of the information requested is either i) required by Government, ii) digitized or iii) relevant to the decisions over TPO making we would have to manually process the data so are unable to provide any recommendations in how to reduce the request to meet the appropriate limit .
