Section19 reports filed (lead local flood risk management authority)

1. For every S19 report your authority has filed as part of its 'lead local flood risk management authority' duties under the 2010 Flood and Water Management Act, I would like to request information about whether the recommendations have been implemented and when.
The Council are refusing this request under Section 12 of the Act: Exceeds the appropriate time limit of 18 hours work. The Flood Risk Manager began work on the request as there is no reporting function and has to manually collate information. After 90 minutes of the work they had been able to collate two reports and instances where S19 had been in use, but had not yet gone on to establish all the recommendations, whether they had been implemented, and when this has occurred.
A discussion took place, and we do not view it as a productive use of officer time to continue the work up to the 18 hours and stopping as there is no guarantee what information will be able to be extracted and collated in that period, and any response would be incomplete. The Flood Risk Manager has provided some options to the applicant to fall under the 18 hours.
