I am making a request under the Environmental Information Regulations 2004 in relation to planning application 253113 – Clear View Cottage, Hurst, RG10 0DU.

1. I request copies of the following information from the date the application was submitted to the present date:
All correspondence between planning officers and the applicant, the applicant’s agents, planning consultants, architects or other representatives relating to:
amendments to the application;
requested changes to the proposal;
officer concerns regarding the proposal;
potential reasons for refusal;
potential conditions for approval;
extensions of time for determination.
Any meeting notes, file notes, attendance notes, telephone notes or records of discussions between council officers and the applicant or their representatives relating to the above matters.
Internal communications between planning officers, team leaders, managers and other council officers concerning:
whether the application should be approved or refused;
concerns raised by officers or other council departments;
the need for further amendments;
the decision to undertake further consultations;
the reasons for delaying determination;
the justification for any extension of time agreements.
Any records, emails, notes or reports that explain:
why the anticipated determination date moved from March to April, then May and subsequently July;
what issues remained unresolved at each stage;
what amendments were sought by officers before the application could proceed.
Any communications or records relating to:
whether the application should be determined under delegated powers or referred to Planning Committee;
any consideration of councillor involvement, call-in requests or committee referral criteria.
Any documents identifying the chronology of amendments made to the application and the reasons those amendments were requested or accepted.

If any information is withheld, please identify the specific exception relied upon and explain why it applies.
If the Council considers any part of this request too broad, please contact me so that the scope can be refined rather than refusing the request.
