S38 Timescales

We are unable to answer question 6-12 as this would exceed the cost of compliance (Section 12). We have been advised by our Head of Engineering in Highways that they work on around 180 S278 or S38 annually so to answer their question we would need to look at over 560 documents and work out the average time of when we received them to when we approved it. If we take just 2 min per agreement (more time may be required to review each individual record), then it would take us over 18.6 hours (minimum) to review all the documents.
