I would like to request clarification regarding the circulation and review of panel papers.
“Papers are shared Friday Morning, for panel the following Wednesday.”
Please provide:

1. The deadline for SEND caseworkers and other professionals to submit papers or additional evidence for a Wednesday panel.
Deadline is 5pm Thursday for Panel the following Wednesday.

2. Confirmation of when the final complete panel papers are circulated to panel members.
Friday Morning for the following Wednesday

3. Whether papers or additional evidence can be added, amended, or updated after papers are initially circulated.
Occasional late reports can be added, but this will depend on many factors including the volume of additional reports and the timescales. Any additional paperwork is shared directly with the panel chair, and circulated amongst the panel members. Should the chair feel that the panel would not have sufficient time to consider the additional evidence, they may move the submission to the following week to ensure that a robustly informed multi-disciplinary decision can be made.

4. Whether all panel members receive the same final version of papers before the panel meeting.
All panel members receive the same version of the papers

5. Whether there is any minimum expected review period between circulation of final papers and the panel meeting itself.
Please refer to question 3. There is no definitive minimum time – the panel chair will need to consider whether there has been reasonable time for the evidence to be considered. They may choose to ask panel members in the panel whether they have been able to give the additional/late evidence the due care and attention in order to inform their decision.
