This request is regarding residential and supported living services for adults with learning disabilities (LD), mental health (MH) and Complex Autism Spectrum Disorders (ASD).
Unless otherwise stated, please provide data for:
Financial Year 2024/2025 (previous FY)

Where averages are requested, please provide the arithmetic mean.
Please provide answers wherever possible separately for each category of LD, MH, and ASD.

1. Average Fee Rates (Framework Placements Only)Please provide the average fee rates paid to external providers on framework arrangements (excluding in-house services):

2. Spot Purchase Placements

c) If available, please also provide average weekly fees banded as:

4. Fee Uplifts
a) Please provide the average annual fee uplift (percentage) applied to externally commissioned LD, Mental Health and Autism services in FY 2024/2025. Where possible, please separate by service type:
i. Residential care: 4.1% uplift depending on a price check. Services not uplifted above the CareCubed benchmark. Providers have opportunity to appeal and make case for a higher fee.
ii. Supported living: 6.2% uplift for all services procure at or below the Councils approved framework rates. New framework rate for accommodation based £20.84 /hr and outreach £21.94 /hr.
b) Please provide the proposed or implemented average annual fee uplift (percentage) for FY 2025/2026. Where possible, please separate by service type:
i. Residential care: 3.6% uplift depending on a price check. Services not uplifted above the CareCubed benchmark. Providers have opportunity to appeal and make case for a higher fee.
ii. Supported living: 4% uplift for all services procure at or below the Councils approved framework rates. New framework rate for accommodation based £21.67 /hr and outreach £22.82 /hr.
