I am writing to make a formal request for information under the Freedom of Information Act 2000 regarding the Council's prioritisation and budget allocation for Traffic Regulation Orders (TROs), specifically the installation of double yellow lines. Please provide the following information regarding the decision-making processes for Orwell Drive (RG2 9US) and the recently completed works at Sheerlands Road (adjacent to Millard Place):

1. Assessment and Scoring Criteria
• The specific safety assessment reports and 'Weighted Scoring Matrix' results used to evaluate the necessity of double yellow lines for both Orwell Drive and Sheerlands Road: No such documents exist.
• The documented 'Incident History' or 'Accident Record' used by the Highways Department to justify the prioritisation of Sheerlands Road: The restriction in Sheerlands Road was installed to protect the turning head from parked vehicles, rather than related to any specific history of collisions. We can provide you with this data. However, there is a charge for this, with prices starting from £293.80 (depending on the number of collisions found). You can find some of the information for free at one of the following websites: CrashMap or MAVRIC. This may be suitable for your needs.

2. Policy and Decision Minutes
• A copy of the current Council policy or framework used to determine which streets are prioritised for TROs when budget constraints are cited as a limiting factor: The implementation of waiting restrictions are based upon identified need, as assessed by council officers. Budgetary constraints do not trump safety concerns but that being said, the Council has a limited budget to respond to road safety concerns across the Borough. Given that this is a publicly funded service, we have a financial and moral responsibility to be discerning with how this money is spent. Given these times of increased budgetary pressure, this need is even more prevalent so the Council must prioritise where our available funds are spent.
• The minutes of the meetings (Cabinet, Committee, or Delegated Officer decisions) where the installation of double yellow lines at Sheerlands Road was approved: No such meetings have taken place and as such no such minutes can be provided.

3. Financial Records
• The total cost of the installation of double yellow lines at Sheerlands Road, including consultancy, legal advertising, and physical implementation costs: These restrictions have been installed by the developer in the area, so the Council does not have access to this information.
• The projected cost estimate previously calculated for the proposed works at Orwell Drive: No such specific calculation has made.

4. Consultation and Appeals
• Any internal correspondence or 'Safety Audit' documents that address the specific concerns raised by residents and emergency services regarding access on Orwell Drive over the past seven years: There has been one representation from a resident in Orwell Drive regarding this but there have been no specific internal correspondence or safety audits related to waiting restrictions in the road. There has been no correspondence received from any branch of the emergency services.
