EHCP annual review and phase transfer backlog

Please provide the most recent data available, as at the date you process this request, regarding backlog in EHCP review and phase transfer activity.
1. The total number of EHCP annual reviews currently overdue.
For plans issued prior to 01/05/2025, 302 didn’t have a response completion date.
2. Of those in Q1, the number overdue by:
Less than 90 days: 68
90 to 180 days: 15
More than 180 days: 219
3. The total number of phase transfer cases for the next academic year where the final EHCP naming the destination placement has not yet been issued.
70 (EHCPs named with type but not specified placement)
4. Of those in Q3, the number relating to:
- primary to secondary transfer
- secondary to post-16 transfer
7 – Entering Infant provision
28 – Primary to Secondary
35 – Secondary to Post 16
5. The number of children and young people currently being educated under an interim arrangement because the annual review or phase transfer process has not yet concluded.
Children and young people being educated on interim arrangements would not be due to annual review processes not being concluded. Interim arrangements would be on a case-by-case basis and could be for any number of reasons.
Arrangements for any children who did not have an identified placement for primary or secondary education through previous phase transfers have now been addressed with placements identified.
