Under the Freedom of Information Act 2000, I am requesting the following aggregate management information held by Wokingham Borough Council. This request relates to compliance with the Council's published Section 19 Policy (January 2026), Education Other Than at School (EOTAS) Policy (September 2024), and Part-Time Timetables Policy (September 2025, v1.6).
For the avoidance of doubt, this request is distinct from previous FOI request WBCIR20850.
**Time period for all questions:** 1 January 2024 to date of response, broken down by financial year (2023/24, 2024/25, 2025/26 to date) where the data permits.
**Section A — Section 19 Education Act 1996**
1. The number of children of compulsory school age in Wokingham recorded as being unable to attend school for 15 or more consecutive school days for any reason.
2. The number of cases referred to the Multi Agency Inclusion Clinic (MAIC) since the publication of the Section 19 Policy in January 2026.
3. The number of cases where the Section 19 decision-making panel has formally determined that the Section 19 duty applies, since publication of the policy.
4. The total number of children currently receiving alternative education arranged by the LA under Section 19 EA 1996.
5. The number of children currently receiving alternative education under Section 19 who also have an EHCP.
**Section B — EOTAS**
6. The number of EOTAS packages currently in place in Wokingham for children with EHCPs.
7. The number of EOTAS packages commenced or ended in each financial year in the time period.
8. The number of children with EHCPs in Wokingham receiving alternative provision and tutoring as their main educational provision.
9. The number of children with EHCPs in Wokingham whose Section I currently names a school they have not attended for 30 or more consecutive school days.
**Section C — Part-Time Timetables**
10. The number of children of compulsory school age in Wokingham reported to the Council as being on a part-time timetable, in each time period (this data is collected half-termly per the Part-Time Timetables Policy).
11. The number in q10 who have an EHCP.
12. The number of children currently on a part-time timetable who have been on it for: (a) up to 6 weeks; (b) 6 weeks to 1 term; (c) 1 to 2 terms; (d) more than 2 terms.
13. The number in q12(c) and q12(d) who have an EHCP.
**Section D — Annual Review Timescales**
14. The total number of EHCP annual reviews held in Wokingham in each time period.
15. The number of formal complaints, Pre-Action Protocol letters, or judicial review threats received by the Council in each time period alleging breach of Section 44 Children and Families Act 2014 or breach of the 4-week or 8-week annual review statutory timescales.
**Section E — Cross-cutting**
16. The total number of children in Wokingham with an EHCP currently on roll.
17. The total number in q16 currently absent from their named school for 15 or more consecutive school days.
18. The total number in q16 receiving less than 25 hours per week of educational provision (combined home, alternative provision, school, and tutoring hours).
