1. I am seeking all recorded information held by Wokingham Borough Council between 1 October 2025 and the present date relating to land on or around Range Road, Finchampstead, Berkshire, in connection with traveller site use, planning applications, prior disputes, or enforcement matters. Please provide copies of, or access to, the following:
• All internal and external correspondence (including emails, letters, and messages) relating to:
Any disputes, complaints, or objections raised in relation to the land on either side of Range Road at the Nine Mile Ride end, that is currently subject to planning applications 260439 & 260577
There were enforcement investigations into allegations of unauthorised works to TPO trees prior to the submission of 260439 (see below). No evidence was found. Enforcement files are confidential so correspondence will not be disclosed. (Section 41)
Comments on planning applications are available on the Councils planning portal Planning Applications
• Any records relating to the unauthorised tree felling incident on or near Range Road, including:
Complaints received
Council investigations, site visits, or enforcement actions
Internal communications discussing the incident
Disclosing records relating to ongoing cases could compromise the investigation and therefore we are unable to disclose this information. (Section 31) However, the Council can confirm that reported incidents of tree felling on Range Road have and continue to be appropriately investigated in line with the Town and Country Planning Act 1990 as amended and the Town and Country Planning (Tree Preservation) (England) Regulations 2012.
No evidence of works to TPO trees that meets the criminal threshold has been gathered to pursue matters in the court.
• Any planning, enforcement, environmental, or legal records concerning:
Existing or proposed traveller sites on Range Road
Any breaches of planning control or related concerns
Planning Enforcement records are confidential.
The Council obtained a County Court Injunction on 18th March 2026 to prevent further development on the land. On returning to the court this was extended on 13th April 2026 for a further 3 months.
• Any records of communications between the Council and:
Landowners, applicants, agents, or developers
Local residents or community groups
Other public authorities
Due to the multiple cross-department involvement in this case and various email threads required to be reviewed and redacted, this information would exceed the FOI thresholds and would potentially compromise the ongoing investigation. Therefore, we are unable to supply the information requested. (Section 12 and Section 30)
• Any internal reports, briefing notes, meeting minutes, or case files referring to:
Awareness of traveller site proposals or activity on Range Road
Timeline of when the Council first became aware of such matters
The Council was first made aware of the unauthorised caravan site on Land South of Valois on Sat 7th March 2026. The enforcement case file is confidential and documents will not be disclosed.
Whilst investigating the alleged unauthorised work to the land encompassed by 260439 Officers were advised on 13th October 2025 that an application for a caravan site would be submitted. This was submitted 20th Feb 2026 and validated on 2nd March 2026.
Application 260577 was submitted on 6th March 2026 and validated on 31st March 2026.
