Lobbying for climate action & funding
See notes
I would like information about your council’s lobbying work in relation to climate action for the Council Climate Action Scorecards. In particular, please supply me with information relating to the following questions:
1. Has the council written to or met with UK, national or devolved governments to ask or lobby for climate action since 1st January 2024?
2. Please provide some evidence of the most recent letter or meeting such as a copy of the letter or email sent, or the date, topic of meeting and position of the person that the meeting was held with.
This includes either asking for more powers and funding for local authorities to take climate action, or asking for the government to take further action themselves. This includes working with other local authorities to send joint letters or meetings to lobby UK or devolved governments, and includes both general climate action and calls for action on specific issues such as transport where climate change is mentioned as a motivating factor for taking action. This includes if a cabinet member or other councillor has written to or met with the UK or devolved governments on behalf of the council.

The council wrote to the Secretary of State for Levelling Up, Housing and Communities in February 2024 urging the government to clarify the policy in the Written Ministerial Statement (published on 13 December 2023) by making clear that local planning authorities can adopt energy standards in local plans which go beyond current and future Building Regulations. -https://www.tcpa.org.uk/wp-content/uploads/2024/02/Joint-Letter-to-SoS-13-Dec-WMS-FINAL_web-vrsn-1.pd
The council is actively challenging the connection date for the borough’s solar farm project. Wokingham’s MP, Clive Jones raised the issue in the House of Commons to the Secretary of State for Energy Security and Net Zero on February 10th 2026 after the government and the District Network Operator delayed the connection date for Barkham Solar Farm. - https://www.bracknellnews.co.uk/news/25845331.wokingham-mp-appeals-solar-farm-building-begin/
In addition, WBC have responded to a number of recent government or related body held consultations, with the purpose of encouraging greater climate action in the relevant area. This includes the latest NPPF consultation, to encourage higher energy standards, alongside the latest NESO consultation on the RESP process, to encourage even greater implementation of renewable energy capacity. These consultations have gone through the relevant internal democratic processes and are delivered as individual executive member decisions (IEMD) to highlight their importance and allow full transparency.
2. Please provide some evidence of the most recent letter or meeting such as a copy of the letter or email sent, or the date, topic of meeting and position of the person that the meeting was held with.
Links to both the letter and house of commons meeting are included above, with a copy of the NESO consultation response IEMD cover report attached for reference.
