B3430 Nine Mile Ride, Wokingham

I request information under the Environmental Information Regulations 2004 (EIR) relating to the B3430 Nine Mile Ride eastbound carriageway, specifically the 400-metre stretch between the New Wokingham Road roundabout and the Pinewood Campus entrance. If any part exceeds costs or complexity limits, I'd appreciate advice under Regulation 9 to help refine it.
1. Highway Hierarchy and Inspections (01/10/22 to 30/09/23)
a) Road classification in Highway Asset Management Plan and Gazetteer as at January 2023: For reference, a copy of the Wokingham Borough Highway Asset Management Plan (HMMP) Volume 2 (Highway Network Maintenance), version December 2022 (applicable for the period requested), is supplied with this response. Volume 2 contains the Wokingham Highways Inspection Policy (WHIP). The section of Nine Mile Ride between New Wokingham Road roundabout and the Pinewood Campus entrance is classed as a "B" road.
b) Mandatory safety inspection frequency under HMMP Volume 2, Section 2.4, Table 1 (or equivalent policy): The B3430 Nine Mile Ride between the New Wokingham Road roundabout and the Pinewood Campus entrance is inspected as part of a 12 monthly walked route and a 3 monthly driven route.
c) All safety inspection records showing for each: date, time, method (driven/walked), inspector role, defects recorded: A summary of inspection records from 01/10/22 to 30/09/23, for the B3430 Nine Mile Ride, Wokingham Without, is available in the Excel file supplied with this response. Please note that information for the entire length of B3430 Nine Mile Ride, Wokingham Without, has been included. The file also contains details of all minor works orders ("Defects") and works orders ("Orders") carried out in the same time period. The file has been redacted to remove any personal information.
2. Defect Reports and Notifications (01/12/22 to 31/05/23)

3. Triage, Assessment and Works Orders (01/12/22 to 31/05/23)
a) WHIP Matrix/equivalent triage records for defect reports
b) Works orders: date raised, GPS/approx location, defect nature, priority, target/actual completion
c) Repair records/certificates: date completed, GPS/approx location
A summary of all minor works orders ("Defects") and works orders ("Orders") from 01/12/22 to 31/05/23, for the B3430 Nine Mile Ride, Wokingham Without, is available in the Excel file supplied with this response. The summary contains details of road surface defects, including location, and date and time of creation and completion. The triage/assigned priority according to the Wokingham Highways Inspection Policy (WHIP) is given in the Description text in the format “L3 S3 cat 1b”, where “L” refers to likelihood of incident and “S” refers to severity of incident. “Cat” refers to the category in “Table 9: Risk Matrix” available in Volume 2 (Highway Network Maintenance) of the Wokingham Borough Highway Asset Management Plan (HMMP), version December 2022 (PDF supplied with this response).
d) Photos by inspectors/operatives/contractors of defects/repairs: Please note that due to the configuration of the Wokingham Highways asset management database, large-scale download of photos is not feasible within the 18 hour time limit.(Section12) Accordingly, photos have not been supplied with the response.
4. Safety Mitigation Pending Repair (01/12/22 to 31/05/23)

5. Structural and Condition Data (01/10/22 to 30/09/23)
a) Condition surveys, SCANNER/SCRIM data, network assessments, scheme priorities, maintenance programmes: Prior to the period 01/10/2022 to 30/09/2023, the B3430 Nine Mile Ride, Wokingham Without, was given a condition survey by SCANNER on 11/11/2022. No SCRIM survey results relevant to the period are available for the road. For this road section (from the New Wokingham Road roundabout to the Old Wokingham Road roundabout) the overall road condition indicator (RCI) value based on the 2022 SCANNER survey was 18.45. The RCI is a standard output from a SCANNER survey that is generally accepted as a representative measure of overall road condition.
b) Resurfacing/overlay schemes (01/01/23-30/09/23): locations, scope, completion dates: The following resurfacing schemes are relevant to the section of B3430 Nine Mile Ride between New Wokingham Road roundabout and the Pinewood Campus entrance in the timescale requested:
I. Resurfacing from Honey Hill to approximately 35 metres east of the junction with Palmer Close, completed 26/09/2022.
II. Resurfacing from approximately 35 metres east of the junction with Palmer Close to the Old Wokingham Road roundabout, completed 28/06/2023.
