To ensure I have correctly understood the Council’s position, and to avoid any ambiguity in the public record, I would be grateful if you could please confirm the following points in writing.

1. Status of the Site
You have confirmed that Twyford Orchards is operated by Wokingham Borough Council as a site run by a local authority acting as a Registered Provider of Social Housing.

2. Licensing Position
You have advised that, as a local authority, Wokingham Borough Council does not require a caravan / park-home site licence for this location, because the Council only licenses non-local-authority sites.

3. Exclusivity of Control and Use
Please confirm that, as the Registered Provider operating the site:
• Wokingham Borough Council retains control over the lawful use of the land and accommodation; and
• No third-party commercial operator, developer, promoter, or intermediary would be permitted to market, sell, or offer individual park homes or “investment units” at this location without the Council’s authorisation and an appropriate legal agreement.

4. Position Regarding Third-Party Promotion or Marketing
In or around August 2023, this location was promoted to private investors as a site at which park-home investments were being offered, including representations as to ownership, availability, and rental income. The attached image is provided for reference to illustrate the nature of those representations.
Please confirm whether any third party, including but not limited to Concept Capital Group or any company associated with it, or any independent Registered Provider or commercial entity:
• Held any licence, agreement, authority, or contractual right to market, sell, or promote park homes or investment units at Twyford Orchards at that time; and
• If not, whether such promotion would have been inconsistent with the site’s status as a local-authority-run social-housing site operated by Wokingham Borough Council.

This clarification is requested solely to ensure that the Council’s position is accurately and fairly understood, given the reliance placed on representations made to members of the public.
