I write under the Freedom of Information Act 2000 to request information concerning the commissioning and procurement of external specialist parenting assessment training, relating to children’s services, within your Local Authority, and the spending of public funds.
Please provide the following information for the period 1 April 2024 to 31 March 2025 (inclusive):
*If any response provided below states “not applicable”, please explain why in full.

1. Providers Commissioned
a) The name of each provider / company commissioned by the Local Authority between 1 April 2024 to 31 March 2025 (financial year) to deliver training relating to specialist parenting assessments – e.g. Cubas / MALD / Parent Assess.
b) The total annual financial spend by your Local Authorly, to each provider e.g. Cubas / MALD / Parent Assess., between 1 April 2024 to 31 March 2025 (financial year).

2. Procurement Route
For each provider identified, please provide details relating to:
a) The procurement route followed by the Local Authority to commission specialist parenting assessment training between 1st April 2024 to 31st March 2025 (financial year).
b) Whether any bidding opportunities (relating to the commissioning of specialist parenting assessment training) were publicly advertised and, if so, details of such platforms / adverts.
c) In the event bidding opportunities (relating to the commissioning of specialist parenting assessment training) were not publicly advertised by the Local Authority, under what circumstance was the chosen service/s commissioned?
d) In the event bidding opportunities did not occur, in line with expectations set out within Procurement Act 2023, please provide reasoning.

3. Contract Value and Consecutive Awards
a) The total contract financial value (or estimated financial value) for each arrangement, to each supplier, between 1 April 2024 to 31 March 2025 (financial year).
b) The total contract time duration (or estimated time duration) for each arrangement, to each supplier, between 1 April 2024 to 31 March 2025 (financial year).
c) Whether any provider has received consecutive or repeated awards for similar training without a competitive process, and if so, how many times within the stated period (1 April 2024 to 31 March 2025).

4. Access to Opportunities
a) Details of any framework agreements, approved provider lists, or dynamic purchasing systems utilised to commission specialist parenting assessment training.
b) Confirmation of whether any market engagement exercises have been undertaken in relation to this category of training.
