I am writing under the Freedom of Information Act 2000 and the Environmental Information Regulations 2004 to request information regarding pre-planning application advice and informal planning advice for the following Site:
Land North of Broadwater Lane and West of Hogmoor Lane, Hurst, RG10 0DS and RG10 0DH
Planning Application 260353 for Permission in Principle for construction of a maximum of 7no and a minimum of 5no dwellings including formation of an access from Broadwater Lane was validated on 11th February 2026. I am requesting all records from the 1st October 2025 to 11th February 2026.
I am specifically requesting copies of the following information held by the Council:

1. Any pre-application enquiry forms or letters submitted for this Site.

2. All written advice provided by Planning Officers to the Applicant regarding the principle of development on this Site.

3. Minutes, notes or recordings of meetings and telephone conversations held between Council Officers and the Applicant, Shorewood Homes Ltd, its agents or representatives.

4. Minutes, notes or recording of meetings and telephone conversations held between Council Officers and the Landowner, Haines Hill Estates Ltd, its agents or representatives.

5. Internal and external correspondence (including emails and memos) relating to the principle of development on this Site and Application 260353.

6. Details of any fees paid for a pre-application advice service.

If you believe any of this information is exempt from disclosure (eg due to commercial sensitivity) please provide a Refusal Notice for those specific parts, citing the relevant exemption and explaining the public interest test applied.
