1. Section 19 Policy
The current written policy governing the Authority's duties under Section 19 of the Education Act 1996 (education for children unable to attend school)
Any policy on "Education Otherwise Than At School" (EOTAS) or alternative provision for children of compulsory school age
2. Full-Time Education Definition & Thresholds
Any written guidance defining what constitutes "full-time education" for children of compulsory school age
Any documented thresholds, benchmarks, or minimum hours below which educational provision is considered insufficient or unacceptable
Any guidance on what is considered "suitable education" under Section 19
3. Provision for Children with SEND
Any written guidance on how the Authority determines appropriate educational hours for children with Education, Health and Care Plans (EHCPs) who cannot attend school due to their special educational needs
Any policy distinguishing between:
A child who cannot access full-time education due to their needs or condition, and
Provision that is unsuitable or insufficient to meet a child's needs
4. Increasing Provision
Any documented process, guidance, or criteria for increasing educational hours when a child's attendance is impacted by unmet special educational needs
