PROW Loddon Long Distance Path

The 'Loddon Long Distance Path' has appeared on the WBC PROW interactive map since Feb 2023. This path goes over a number of privately owned parcels of land which do not have Public Rights of Way over them. Please provide the information regarding
1. Who came up with the idea for the Path
The Council agreed a motion to develop Loddon Long Distance footpath to link the Thames Path National Trail to the Blackwater Valley footpath in 2013.
Motion 347 at the May 2013 Full Council meeting which stated that “This Council wishes to see a public footpath provided for walkers along the whole length of the Rivers Loddon & Blackwater within the Borough. By adopting the concept of a 'Wokingham Loddon Way' and a ‘Wokingham Blackwater Way' would bring attention and pressure to achieve these routes from landowners and developers along those sections not currently with a footpath and further the aims in our adopted Rights of Way Improvement Plan (ROWIP) adopted by the Council in 2009”.

3. Who was consulted - in particular why were affected landowners not consulted
Following the motion, a feasibility study was conducted which looked at the potential route in detail which was then incorporated with the Greenways network in the 2020-2030 https://www.wokingham.gov.uk/sites/wokingham/files/2023-07/ROWIP%202020%20Combined.pdf
which had an extensive public consultation. The ROWIP consultation process, which ran from 4th July to 26th September 2019, gathered a number of suggestions for proposed new routes and changes to existing routes that were identified to address specific gaps in the network. However, it is worth noting, that routes (until agreed by landowners), are proposals only and all new routes are dependant on negotiations with all relevant partiers for each case.
4. How WBC justifies going against the result of the Order Decision ref: FPS/X0360/7/1 of 21 Nov 2007
As above, paths are proposals only and therefore no decision has been made in contradiction to previous order decisions.
5. How WBC justifies land owners who are affected by this proposal having to pay to state that they own the land.
This is more of a query questioning the path and Greenways network as a whole, which as above has already gone through consultation processes.
