I am writing to request information under the Freedom of information Act 2000 relating to the provision of adult social care services for working-age adults (18-64) with mental health or learning disabilities, commissioned or funded by Wokingham Borough Council. Please provide the information below for the financial years 2024/25 and 2025/26.

Residential Services
1. The average fee uplift % agreed with providers of residential services for 24/25
Uplift of 6.5% subject to a price check using CareCubed software. Fees were not uplifted above the CareCubed mid benchmark. Uplift appeals were considered and successful where underfunding could be evidenced.

2. The individual fee uplifts % a{teed with each residential provider (anonymised) and the number of residential placements Wokingham Borough Council has with that provider for 24/25 e.g. Provider A 5% and 25 placement, Provider B 4% and 4 placements.
Commercially sensitive information as Council's most significant providers may be identifiable.

3. The average fee uplift % agreed with providers of residential services for 25/26 (as at 31 December 2025).
Uplift of 4.1% subject to a price check using CareCubed software. Fees were not uplifted above the CareCubed mid benchmark. Uplift appeals were considered and successful where underfunding could be evidenced.

4. The individual fee uplifts % agreed with each residential provider (anonymised) and the number of residential placements Wokingham Borough Council has with that provider for 25/26 e.g. Provider A 5% and 25 placements, Provider B 4% and 4 placements.
Commercially sensitive information as Council's most significant providers may be identifiable.

5. The number of residential providers and placements who are still to agree fee Uplifts for 25/26.
Zero - Uplift process including consideration of appeals has been completed.

6. The average weekly fee rate and average total hours of support by provider (anonymised) as at 31 December 2025 e.g. Provider A £1,576 and 65 hours total support, Provider B £2,187, and 72 hours total support.
The average fee paid for LD residential at 30th September 2025 was £2043 per week, and for MH residential £677 per week. Hours data not stored consistently for residential contracts and is not reportable. Individual provider data considered as commercially sensitive.

Supported Living Services
7. The average fee uplift % agreed with providers of supported living services for 24/25.
Uplift of 6.5% up to the Council approved rates of £19.62 per hour for accommodation based and £20.66 community based. Hourly rates already exceeding the approved rate received no uplift.

8. The individual fee uplifts % agreed with each supported living provider (anonymised) and the number of supported Living placements Wokingham Borough Council has with that provider for 24/25 e.g. Provider A 5% and 25 placements, Provider B 4% and 4 placements.
All framework providers received the full uplift of 6.5%. Individual provider data considered as commercially sensitive.

9. The average fee uplift % agreed with providers of supported living services for 25/26. The individual fee uplifts % agreed with each supported living provider (anonymised).
Uplift of 6.2% up to the Council approved rates of £20.84 per hour for accommodation based and £21.94 community based. Hourly rates already exceeding the approved rate received no uplift. Individual provider data considered as commercially sensitive.

10. The average and maximum hourly fee rate paid for each supported living provider (anonymised) in 2025-26.
The Council was paying an average of approximately £20.65 per hour for accommodation based supported living and £22 per hour for community based in October 2025. Individual provider data considered as commercially sensitive.
