1. I would like to see the number and rate of parking enforcement proceedings issued from the Carnival Pool Car Park, the rate at which these are issued against users of the Carnival Leisure Centre, the frequency at which these are subsequently cancelled, total revenues received from these proceedings and the funding arrangements through which leisure centre users are entitled to a period of free parking
It’s not possible to separate out PCN’s issued within the car park against Leisure centre users. All parking contraventions are linked to the vehicles parked within the car park not the leisure centre. Civil Parking Officer are unable to determine the purpose of the visit, only whether the vehicle has a valid ticket for the time they are observed.
Each case is considered on a case-by-case basis on the informal challenge, formal representation or appeal received and are either cancelled or paid on that basis.
From 1 April 2025 to the 21 January 2026, we have issued 2,708 Penalty Notices in this car park – we are not able to determine how many of these may relate to leisure centre users.
Of these 555 cases were cancelled and 1813 cases have been paid and closed.
There are 340 cases outstanding and the outcome not yet determined.
The amount received during the period is £58,420.38.
There is no funding arrangement for users of the leisure centres. WBC provides a free 2-hrs parking at all Council owned leisure centres for leisure centre users.
