1. Identification of Land Parcels This is held by the Land Registry and will need to be requested from them.
Under the Environmental Information Regulations 2004, I request the following information relating to land adjacent to and including the lay-by and the triangular parcel (hereafter “the Site”):
a. Precise legal ownership (registered and/or unregistered status) of each of the following parcels:
The lay-by surface/carriageway adjoining Holt Lane near The Holt School.
The triangular parcel of land immediately adjoining the lay-by (identified by Latitude 51.416845922649784 and Longitude –0.8424245998063498).
Any verge/adjacent land parcels directly touching the lay-by or triangular parcel, including legal title boundaries.

For each parcel above, please provide:
Formal title register(s) and title plan(s) or equivalent record references (title numbers, map extracts, or identification).
Owner’s name and status (if publicly owned; if privately owned, indicate whether title is recorded and subject to any privacy protections).
Indication of whether the land is registered or unregistered at HM Land Registry.
Relevant deeds, conveyances, or agreements that define ownership or rights.
If land is unregistered, please provide all available internal records, historic conveyances, extents, or legal instruments the authority holds relating to the Site.

2. Roadworks and Land Improvements
Please provide information on:
a. All roadworks, improvements, resurfacing, kerbing, drainage works, or similar interventions undertaken at the Site (lay-by and adjacent triangular parcel), including:
Dates, contractors, and descriptions of works carried out.
Permits, agreements, orders, or legal instruments authorising those works.
Any legal powers used for those works (e.g., agreement under the Highways Act, rights of access, easements, or commissions).
Any landowners’ consents entered into by the authority for works on privately owned land.

3. Land Control & Infrastructure Authority
For each land parcel identified:
Who has legal authority to implement public infrastructure works?
Copies of any agreements, licences, or authorisations that provide such authority.
Identification of which services or departments have responsibility for planning or executing works on that parcel.

4. Legal & Administrative References
Provide references to:
Any relevant Local Land Charge records, Section 38/278 agreements, or other legal agreements the authority holds relating to the Site.
Wokingham Borough Council
Any historical records of cessation of highway rights if the land was formerly highway but now unadopted.
Information under EIR related to these services are administrated by our Local Land Charges team who are able to access the information. The Council charges for information requested under the Environmental Information Regulations - we will be reviewing the EIR fees across the Council more in depth for the next financial year. To receive a response to your requests you can resubmit to landcharges@wokingham.gov.uk including address details, with confirmation of payment, and the data will be sent to you within 20 working days at a fee of £25.00 per ADDRESS REQUEST
The fee is calculated based on the costs set in connection with the act of supplying information in response to a specific request. The costs comprise of staff time spent on searching, collating the information, and sending the relevant information.

Please attach or provide access to:
Cadastral or administrative maps showing the boundary extents of the parcels.
Any available plan identifying the triangular parcel relative to Holt Lane.

6. Clarification Requests under EIR
Under EIR, please clarify:
Whether any part of the Site is recorded as public highway, public open space, or otherwise dedicated for public use.
Whether the authority holds any adopted highway boundary plans or public rights of way records relating to this Site.
