Please can you tell me the following information with regard to the Barkham Solar Farm
1. What was the anticipated cost of this scheme at the time it commenced?
The original business case was agreed by Council in September 2021 wherein the forecasted capital expenditure was £20.28m.
2. What was the anticipated revenue expected when the barkham solar farm commenced?
The original business case was agreed by Council in September 2021 wherein the forecasted net income (after running and financing costs) was £480k per annum on average over 25 years.
3. What is the projected cost of the scheme at the time of writing?
At the time of writing, the Council’s Medium Term Financial Plan (MTFP) 25/26 includes £24.157m for the project.
4. What is the projected revenue of the scheme at the time of writing
The MTFP currently assumes an equalised net surplus, after capital financing costs, of circa £1m per annum on average over the lifetime of the project. Note: The Council, in its resolution of September 2021, delegated authorisation to proceed with the construction of the project to Officers (in conjunction with the Lead Member) provided the business case continues to forecast in excess of £200k per annum on average over 25 years.
